Homeless Bill of Rights Gaining Support
Nine Groups Have Endorsed the Affirmation of Basic Needs as Rights Thus Far
Activists and social workers, frustrated by an increasing number of deaths, are finding support for a “Homeless Bill Of Rights” as a way of raising public concern for basic human needs.
Ken Williams, a Social Worker with Santa Barbara County Department of Social Services, wrote the bill in 2009 after Ross Stiles, a long time homeless man here, was murdered and police closed their investigation before the coroner had even finished its report.
“The key here is that nobody would have an open and shut murder investigation in less than five weeks,” said Williams, “except when it’s [for] a homeless guy.”
