Capps Rebukes Petraeus

Santa Barbara Representative Lois Capps took exception to the testimony presented by Army General David Petraeus regarding the relative success of the recent addition of 26,000 American troops in Iraq, which was designed to create the stability necessary for Iraqi political reform to succeed. Capps said that political reform is failing miserably in Iraq, and she has voted in favor of a phased troop withdrawal.
