Parking Spigot

I am paying my parking ticket received in the City of Santa Barbara. When I mail in my check, it goes to Newport Beach, California. Is S.B. City really saving money by having somebody in another very expensive place in California process my payment instead of keeping it local?

P.S. The ticket was issued on MLK Day. They do not enforce street-sweeping parking but they do enforce street parking on some holidays.
