The National Weather Service (NWS) is warning Santa Barbara County residents that whipping winds of 60 mph and rain rates of one half inch to one inch per hour for several hours tonight could cause flash flooding, power outages, fallen trees, and possible waterspouts or small tornadoes. NWS said those effects could hit the South Coast starting around 10 p.m. Thursday night and last through 1 a.m. Friday morning.
