Assemblymember Pedro Nava-chair of the Joint Committee on Emergency Services and Homeland Security and the Legislature’s representative on the California Ocean Protection Council-expressed outrage at President George W. Bush’s executive order exempting the Navy from environmental laws, both state and federal, while performing naval exercises off the California coast. The order came in response to a federal court injunction regulating the Navy’s use of sonar that, by its own admission, injures whales and dolphins.
