Several people were issued citations for infractions and misdemeanors after a Halloween demonstration by costumed revelers. An estimated 150-200 people, including a rock band, blocked State Street near De la Guerra, prompting police in riot gear to show up to ensure safety. Police followed the crowd as it moved up State Street, blocking traffic there as well. Police described the group as non-violent and not well organized.
