What is being done to improve enforcement of rules for existing affordable units? I live in a planned unit development in Goleta where at least 1 affordable unit was turned into a rental after it was bought (which is not permitted). The person who bought it clearly took advantage of the system and is now profiting from turning it into a rental.
I have heard that in another case (same development) that an owner of an affordable unit obtained a 2nd mortgage on their unit (which is also not permitted) and then the unit was foreclosed on. This created all sorts of problems for the homeowner's association to clean up in the aftermath.
I am in favor of affordable housing, but I also believe that the rules need to be better enforced to minimize abuse of the system.
