I hate to see jurisdictional tension developing among those who are the stewards of our hiking areas...or is this the problem: the MTF tends to be hiker-oriented, rather than biker-oriented, and I note that your article's first mention of trail users lists bikers before hikers and horseback riders. A conflict?
