Seems like a typical abuse of process by the County. While the project seems like a good one, how can they justify not completing the EIR? The County is exceptionally tough on everyone else when it comes to the EIR process except when it comes to their own projects. Sounds to me like they've learned a lot from the City of Santa Barbara!
