A Goleta man has been indicted in a $25-million lottery scam in which he and four accomplices would convince people they could increase their chances of winning different lotteries. Victims were told to send in money to be pooled for an almost guaranteed $1 million. Scott Henry Walther, 31, appeared in U.S. District Court in Los Angeles last week for allegedly duping victims in a crime scheme that authorities say has been going for 15 years.
