Fugate stays out of trouble now that he’s living in a studio apartment at the Housing Authority’s El Carrillo complex. His cupboards are full of canned food and ready-made pasta sauces, and he tends a vegetable garden on his small patio.

Living on the streets of Santa Barbara, Paul Fugate (pictured above in 2009 with now-retired county social worker Ken Williams) was well-known to Santa Barbara police offi cers. The combination of serious illness, Restorative Policing, and a position at the top of the Vulnerability Index managed to get him indoors.

While living on the streets of Santa Barbara, Struck, shown on Cabrillo Boulevard, had between 600 and 700 contacts with police officers, leading to citations or arrests. In an eight-year span, he was booked into County Jail 41 times. His favorite sleeping area was a grate near the dolphin fountain.
