Sijifredo Sotelo was arrested Thursday for invasion of privacy and taking photographs of women’s underwear and private parts with a concealed camera held in his palm, Santa Barbara police said Friday.
A resident saw 37-year-old Sotelo taking photos of women on the 1200 block of State Street and recorded the act with his camera phone. The resident then flagged down an SBPD officer and reported the incident.
Upon further investigation by Detective Charlie Katsapis and Detective Brian Larson, Sotelo was recognized as a repeat offender for taking up-skirt photographs in 2009.
Det. Katsapis obtained an arrest warrant for Sotelo for invasion of privacy, and at around 11:30 a.m. on Thursday, he and Det. Larson arrested Sotelo at his home and searched his room.
They found three small cameras and an SD memory card that contained 423 video files and one still image of legs, undergarments, and female victims' body parts, police said. It appears that the photos had been taken without the subjects' consent. The detectives are in the process of identifying the victims.

AZ2SB, I think that they are entirely different topics... hopefully this guy can stop doing this type of thing, that's a stretch of town I frequently walk down and I have a teenaged daughter that would feel pretty violated if someone took pictures up her skirt somehow. I'm curious how it is that he is able to get pics up people's skirts... I would notice if someone was walking by me with their hand all the way down like that.

Sorry and you are right. I also wonder how this could occur without the victims noticing. Could be that they were scared and maybe not too sure if this was being committed? One thing I do know for sure is that it is time for us to wake up and be more vigilant. Teach your teenage daughter to be aware of her surroundings and what to do in case of Class 1 creeper like the one above does try to do something.

This is a perfect example of the mental health issue discussion now going on as a result of the Newtown event. This poor slob does not belong in prison. A prison term will not deal with his problem and will only turn him into a societal loser because of his criminal record. It will be EXTREMELY difficult for him to reintegrate into society after jail time.
What do you want? Revenge or rehabilitation? Take your pick because you can't have both.
