Middle-Class Boater Blues

Like Mark, I’m a middle-class boater, and I can empathize with his feelings, but just for clarification purposes: The city owns all of the slips in the harbor. They issue the permits. Permits aren’t issued indefinitely, i.e., they can’t be inherited. They can be revoked if the slipholder disregards the permit regulations. The regulations state that the permit holder has the right to transfer his/her permit. All slip transfers must be approved by the Waterfront Department. The city slip transfer fee is $275 per foot, soon to be $300 per foot. So the 60-foot slip permittee to whom he refers is charged $18,402. My guess is, Mark, the city fee alone will keep you and me out of that 60-foot slip, public or not.
