Congressmember Lois Capps testified against federal funding for abstinence-only teen sex education programs, charging they don’t work. Capps, who frequently cites her background as a public school nurse, contended teens need to be given science-based information regarding pregnancy and sexually transmitted diseases rather than scare tactics. Currently, Capps said, the federal government spends $1.3 billion on programs that do not allow any discussion of birth control
