Santa Barbara Air Pollution Control District chief Terry Dressler met with a group of his peers and environmental activists in Sacramento to figure out how the impact of greenhouse gases can be addressed in environmental impact reports. Traditionally, such documents have never addressed the issue of greenhouse gases or global warming. The trick, said Dressler, is figuring what level of emissions should be considered significant, and then what to do about it.
